News / Centerville council focuses on business

CENTERVILLE --
Business was the order of the day Tuesday as the City Council approved new business licenses and got an update on the city's development authority.

Ben Cheney, chairman of the Downtown Development Authority, told council members the group is moving ahead in its efforts to raise its profile and cited the group's Web site - www.centervilledda.org - and presentations it has made to the Lions Club, Rotary and churches.

Cheney said the group's next meeting, scheduled for Aug. 2 at 6 p.m. at City Hall, will feature Donald Rhodes, area director of the University of Georgia Business Outreach Services.

"We're looking for ways to reach out," Cheney said, noting the development authority has sent out mailings to 200 businesses in Centerville.

A team from UGA worked a "charrette" process, visiting the city for a few days and coming up with solutions geared toward developing the city's downtown, Cheney noted, and with the second draft approved the authority is preparing for the next steps.

In other action at Tuesday's meeting, the City Council approved business licenses for:

Stop & Shop, a convenience store on North Houston Lake Road, formerly a Circle K store. The store is changing owners and its business name. The license allows beer and wine sales at the site.

Allied Recovery Group, a consulting and past-due civil judgments recovery operation on Tumbleweed Circle. The home business license states the business will not bring traffic to the site.

J&J Gifts To Go, a gift basket delivery business on Sentry Oaks Drive. It is also a home business license, and no shopping will take place at the site.

Singularly Beautiful Roses, a mail-order rose bush company, also on Sentry Oaks Drive. Owner Stephen Hoy said he is recovering from a liver transplant earlier this year and the business "will keep me active and let me work at my own pace."

Bon Bon Bouquet, a candy-flower arrangement business on Scarborough Road. Owner Rick Clinkenbeard, a 25-year jet mechanic veteran, said the home business would not generate traffic and he hopes to open a storefront store in Centerville.

The council also:

Approved spending $5,495 for a replacement sobriety testing device called an Intoxilyzer. The cost will come from the city's contingency fund, Edwards said.

Approved spending $20,642 from the city's emergency fund for new stainless steel feeders at the water treatment plant. Council member Sherod Wilson said the old lines had fallen prey to chemicals used to treat water to make it potable.

Approved a new policy governing take-home vehicles for the city's police department.

Council member Robert Smith Jr. said the practice was halted some months back while the new policy was being hammered out. "Taking a police vehicle home will be a privilege, and the policy is pretty detailed," he said.

Approved amended by-laws for the Downtown Development Authority.

Heard from Edwards that acting Police Chief Willie Talton "is taking the department in new directions."

The mayor introduced Capt. Sidney B. Andrews, in charge of investigations, Capt. Randall L. Jennings, in charge of warrants, Capt. William B. Cooley, in charge of the patrol division, and Capt. Roger Hayes, the city's highest-ranking police reserve member, "in charge of everything else."

"We're loaded with captains," Edwards quipped, "and Chief Talton is streamlining our operations."
