News / N.J. warns of notary public abusesNew Jersey launched an offensive Monday against rogue notary publics masquerading as law firms, phantom legal offices state officials said routinely gouge immigrants for common paperwork or charge for work they're simply not allowed to do.The national notary alliance applauded the New Jersey move, saying the problem is popping up across the country. "There are scam artists," said Attorney General Anne Milgram as she unveiled the initiative in this city known for its polyglot of ethnic enclaves. No one had numbers on such cases, but Milgram said, "These people are portraying themselves as attorneys. This is not legal." Storefronts here, while clustered around a synagogue on Main Street, advertise in Arabic, Hebrew, Turkish, Russian, Spanish and tongues from across Central Asia, the subcontinent and other lands abutting mainland China. People along Main Street -- a virtual United Nations of bodegas, bakeries and cafes -- said overwhelmingly that notaries, which advertised one floor up from the kabob grills, were locally perceived as lawyers. Much of the confusion seems to occur among immigrants unfamiliar with American customs. One real lawyer who has worked for decades in the community and asked that his name not be used even recounted how, "Some will come in and call me "Doctor.' " The attorney general noted the issue cuts across immigrant communities -- not just Latinos.
