News / Stabilization food reserves to remain at last year's level for 2007-2008 off-season term

The Belarusian Government has determined the amount of food resources to be stored in stabilisation food reserves for the off-season term of 2007-2008 as well as pricing for crop products. The decision is stipulated by the Council of Ministers’ resolution No. 957 of July 27, 2007. The winter reserve of food is supposed to be stocked by November 15.

Asked to comment on the document, head of the consumer foods market organisation department of the Belarusian Trade Ministry Lyubov Yazepchik told, such reserves are stocked every year in order to ensure the uninterrupted provision of Belarusians with foodstuffs in the off-season. Enterprises of the Trade Ministry, Agriculture and Food Ministry, and Belkoopsoyuz [Belarusian Union of Consumer Cooperatives] were supposed to start building up the stabilisation food reserves on July 1. In this time — between July 1 and November 15 — reserves of dairy butter, dry skimmed and whole milk, curd, dry children's milk mixtures, hard rennet cheeses, meat, potato, vegetables and fruits are accumulated in the regions, noted the source.

The present reserves of foodstuffs are agreed with oblast administrations and Minsk City Hall and generally correspond to last year’s figures.

It has been recognised that for the forthcoming off-season term Belarus needs to stock at least 55,000 tonnes of potato, 23,000 tonnes of cabbage, 12,600 tonnes of carrot, 10,000 tonnes of beet and bulb onion each. Apart from that, this year 4,800 tonnes of fruits is supposed to be stocked. Belarus will also stock 1,400 tonnes of dairy butter, 3,800 tonnes of dry milk, 1,800 tonnes of beef and pork. Apart from that, the necessary amount of rennet cheese and curd will be stocked. The numbers are agreed with the oblast administrations and are based on annual consumption of these foodstuffs by individuals, stressed the source.

The Agriculture and Food Ministry together with the Trade Ministry, Belkoopsoyuz, the oblast administrations and Minsk City Hall have been tasked with exercising the strictest control over the quality of products to be stocked. The oblast administrations and Minsk City Hall have been instructed to examine the status of vegetable stores and refrigerated spaces of trading and procurement agencies regardless of their form of ownership, stressed Lyubov Yazepchik.

The resolution reads, by September 15, 2007 top purchasing prices for potato, green head cabbage, beet, potato, carrot, and bulb onion will be introduced for manufacturers of crop products. Top selling prices based on purchasing prices for these products will be introduced for juridical persons, which procure, store and sell these products by November 1.

Between November 15, 2007 and May 31, 2008 the mark-up for Belarus-grown potato, fruits and vegetables shall not exceed 25%, mark-up for foreign-made potato and crop products — 10%.
