News / Sweeping Changes to Mississippi Rules Herald a New Era for NotariesLOS ANGELES, CA -- 09/11/07 -- One of the most comprehensive and significant Notary rule revisions of the past century has taken effect in Mississippi. In response, the National Notary Association (NNA) will provide a series of educational seminars to explain the practical impacts of this law, and provide support to the state's 35,000 Notaries in their efforts to comply.In effect since July 1, the now mandatory regulations for Mississippi Notaries were put into place by Secretary of State Eric Clark through the administrative rule process. The sweeping, modernizing changes affect virtually every aspect of commissioning and regulating Notaries and performing notarial acts, from what Notaries must enter into their journals to the size and shape of Notary seals. "Mississippi should be commended for passing such comprehensive Notary regulations," said NNA Executive Director Timothy S. Reiniger. "These rules are based on the progressive Model Notary Act and they can serve as an example for other states to follow." Among the many new provisions that have taken effect: -- Expanded Notary journal requirements, including detailed specifications on journal entries and the procedure that must be followed to allow journal inspection. -- New requirements for a Notary seal (for new commissions issued on or after July 1), which include shape and size stipulations, the information it must now contain, and the new regulation that a seal must be photographically reproducible. -- New definitions for "satisfactory evidence of identity" and "personal knowledge of identity." -- New Notary procedures for a signing by mark and for when a signer cannot make a mark. -- Prescription of new rules for the charging of fees by Notaries, including travel fees. Location and dates of the NNA seminars are as follows: -- Sept 25 - Oxford Conference Center, Oxford, MS. -- Sept 27 - Hilton Jackson, Jackson, MS. -- Sept 28 - La Quinta Inn, Hattiesburg, MS. -- Sept 29 - Holiday Inn, Gulfport, MS. In addition to teaching the provisions of the new law, each seminar also reviews the fundamentals of notarization.
