News / Woodbridge Business Owner Sentenced for Defrauding Medicaid a Second TimeALEXANDRIA, VA—Annette Fleming-McClatchey, 49, of Woodbridge, Va., was sentenced today to 60 months in prison for submitting false and fraudulent claims for reimbursement to the Virginia Medicaid program. She was also ordered to pay $774,763.44 in restitution to Medicaid. Fleming-McClatchey pled guilty on July 22, 2010, to a federal health care fraud charge in connection with a scheme to defraud the Virginia Medicaid program.Neil H. MacBride, United States Attorney for the Eastern District of Virginia; Kenneth T. Cuccinelli, Attorney General of Virginia; and John G. Perren, Acting Assistant Director in Charge of the FBI Washington Field Office, made the announcement after sentencing by United States District Judge Anthony J. Trenga. According to court documents, Fleming-McClatchey was the owner and operator of Professional Healthcare Group, a Medicaid contracted provider of home health care services in Woodbridge, Va. Fleming-McClatchey falsely billed Medicaid for home health care services purportedly provided to Medicaid recipients when, in fact, no services were actually provided. Previously, on Aug. 7, 2008, Fleming-McClatchey pled guilty to one count of an indictment charging her with health care fraud, related to a fraudulent billing scheme she engaged in as the owner and operator of a medical supplies business known as Medco. In that case, Fleming-McClatchey was sentenced to 40 months in prison and ordered to pay $3,745,649 in restitution to Medicaid. As part of her scheme to defraud Medicaid through the operation of Professional Healthcare Group, Fleming-McClatchey used the Medicaid dollars she obtained by fraud in order to make restitution payments imposed as part of her sentence in the Medco case. The FBI Washington Field Office and Virginia Office of the Attorney General investigated the case. Assistant United States Attorney Timothy D. Belevetz and Special Assistant United States Attorney Steven W.
