NEWS / utin signs decree on new norms of use of foreign workers

President Vladimir Putin has signed a decree, entitled ???On the recognition as invalid of some decrees of the Russian President.???

According to the information of the presidential press service, as a result of it, the following presidential decrees will become invalid after January 15: ???On the attraction and employment of the foreign manpower in Russia,??? dated December 16, 1993, ???On additional measures for the streamlining of the attraction and employment of foreign workers in Russia,??? dated April 29, 1994, as well as Item No. 4 of Appendix No. 1 to the decree ???On the bringing of the acts, signed by the President of the Russian Soviet Socialist Republic and the President of the Russian Federation into line with the Labour Code of Russia,??? dated October 5, 2002.

Those changes in the legislation are connected with the coming into force on January 15, 2007, of the Russian government resolution ???On the procedure for the issue of permitting documents to foreign citizens for provisional work in Russia.???

A day before Prime Minister Mikhail Fradkov signed a number of legal documents regulating problems of labour migration in the country, including the resolution on the rules for the business people employing foreigners, who are allowed to come to Russia without visas. Under the document, after January 15 the employer will have to inform the authorities of the planned employment of foreign migrants no later than within ten days after the signing of the labour contract. The notification paper should include all information about every foreign worker, with whom the employer signed a labour contract.

Aside from it, Fradkov approved the rules of the establishment by the executive bodies of the amount of foreign workers, needed in the country, as well as the setting of quotas for their work in Russia.
