Unfortunately, the consular officers were only weighing in on the fact that the individual in question had simply provided a statement and nothing else.

The “Free-to-marry statement” is itself a statement of origin of one’s own liberty to marry. Almost all foreign lands will require that a couple furnish specific paperwork or an affidavit before they will grant a marriage license.
