NEWS / Willingboro Man Sentenced for His Role in Stolen Motorcycle Ring


TRENTON - Attorney General Anne Milgram and Division of Criminal Justice Director Deborah L. Gramiccioni announced that a Willingboro man has been sentenced for his role in a stolen motorcycle ring.

According to Acting Insurance Fraud Prosecutor Riza Dagli, Steven A. Capers, 26, of Willingboro, was sentenced on Friday (Dec. 18) to two years probation by Superior Court Judge John A. Almeida in Burlington County. Capers pleaded guilty on Sept. 14 to an accusation charging him with tampering with public records.

At the guilty plea hearing, Capers admitted that between June 4, 2004 and July 14, 2006 he falsified a motor vehicle registration application by providing a fictitious insurance company on the document.

Capers was the last of nine people to plead guilty as part of an investigation conducted by the New Jersey State Police and the Office of Insurance Fraud Prosecutor into a ring of persons who were stealing motorcycles, retagging them with new vehicle identification numbers, and selling them. In some instances, they were submitting phony insurance claims representing they had been stolen from their owners when, in fact, they had been given up by their owners.

The investigation was led by Detective Sgt. Mark Wilhelm of the New Jersey State Police. Deputy Attorney General Paul D. Santangini represented the state at the sentencing. Analyst Terri Drumm also assisted with the investigation.
